A survey on problems and challenges for disabled people in Somaliland
by
Abdishakur Hassan Abdi
I. Preface
I am pleased to present this research of the problems that disabled people met (disability victims) for university as a part of my certificate in journalism for the course of journalism research methods and communication.
My purpose is to describe the environment of the disabled people, to analyze their knowledge, employment, marriage, and to search for ways of improving their knowledge, productivity and employment. I thank all of you who have helped me when collecting data or taken the time to write me with suggestions.
This report is ideally for students in the field of social sciences and those interested in Somaliland's disability problems. My goals in this research are to excite and inform students, NGO's, and Somaliland society about today's Somaliland disability environment by explaining the basic problems that our disabled people meet.
Throughout the evaluation of this research, certain goals have guided my writing efforts. The first is that research should show people the usefulness of helping disabled people to develop. It has been my experience that as society becomes aware of the developmental needs of disabled people, they become more enthusiastic about helping them..
Second, I want to show that the problems of the disabled are society's problems and challenges too.
Third, I feel that any research report should be written in a way that is easy to understand.
II. Introduction
Approximately 6% of Somalilanders are disabled; they are one of the most disadvantaged groups in Somaliland. Disabled children are shunned, neglected and even abandoned by their families, and isolated from their communities. Many disabilities would be avoidable with adequate health care and immunization programs.
In the participating communities there has been a marked improvement with the social acceptance of people with disabled children and adults, due to the reduction of birth-related trauma and improvement in access to immediate medical assistance in causes of emergency.
Definition of the disability.
What is disability/disabled? when the person is unable t use his/her body properly because of disease, injury, etc. is said to be that person is disabled. or that person is handicapped.
Handicapped: person has serve difficulties in using a part of the body or mind normally. That condition is called handicap.
III. Literature review
There in no doubt that a person can easily become disabled for any reason, we believe that this results from the wish of our Allah, while some of us believe the cause of evil, others born with disability by the results of diseases.
Those disabilities are divided in three kinds, as it was said before by the early scientists and medical doctors and are as follows:
1. social problems
2. physical problems
3. psycho-social problems (mental problems)
If we first talk about social problems we have to think about the problems that we make to the disabled people. If we count some about that we can say the problems of nick naming, lack of education, lack of getting partner (wife or husband) and many others.
This social problems cannot treated medically
DAN-Handicap is one of the two organizations that provide the treatment to the disabled people. It was established in the year of 1992. After that time they were threatened more than 10,000 persons. At the beginning of their work they are normally dealing with the traumatic victims because we were in destroyed and smashed state.
The most patients that they helping that time are feeling with fracture, bullet, mine, and so on.
After 1998, the live standard of the country returns to its normal the traumatic victims like bullet, mine and bomb decrease while the people are feeling some disability pains.

IV. Methodology
Study Design and Purpose
The study of this research is quantitative, pure, and an electrical research with descriptive purpose.
Data Collection
The data was collected through the use of questionnaires which the appropriate methods of the study. The questionnaires were direct (face-to-face), simple, clear, and easily understood.
Sample frame
In this study, the group under studied are Hargeisa disabled people. There are two parts for studying this topic and are :
1. Disability centers (organizations).
2. Disabled persons.
The collections of these two groups were the sample frame work.
The lists of the centers were collected from the ministry of coordination and national planning. The lists of the disabled people were collected from the centers.
Sample size
The size of the selected sample for representative purpose were only 150 persons (5 centers per ten persons and 100 other disabled people).
The sample of the centers (organizations) was based on probability sampling procedure specially, A systematic random sampling method. Where the sample of disabled persons were based on non-probability sampling procedure or availability sampling procedure.
The second part of this research were availability sampling procedure were I was interviewing as I get the disabled person.
V. The result (findings) of the research
I am here to display you the result of my research and it contains eight sections, and are as follows:
the psycho-social, educational, road safety, employment, marriage problems
And also including the ages of the disabled people, sex, and forecasting their future lives. And hope that you will be benefited if you are going to know more about the environment of the disabled people.
1. Psycho-social problems
In the public places the disabled people meet a lot of problems that makes them unhappy or and feel so sad. dividing with on going violence has many potential physical, psychological and social effects. Fortunately, most of the them are very resilient and with support from their families and the continuation of daily routines, usually do not develop any serious psycho-social or mental health.
About 6.66% was between 10-15 years, 10% are teenagers between 15-20 years, but 50% are between 20-25 years, and at the same time 20% were between 30-40 years old, and another 6.66% were between 40-50 years old.
This table shows the number of persons in each range of age:

At the side of the sex, men are three times more then women that is 75.33%(male), while 24.7% are female. We can see in figure 1.1the number of disabled persons in both genders.
You can see in figure 1.1 the difference between the number of male and that of the women and also you will see in table 1.2 the different in numbers regarding the number I interviewed during my research.

Now we have to ask our selves why they became disabled that means the underlying causes of their victim.
our society was predominantly pastoralists/nomads who lived in the rural areas where medical care was almost non-existent and so were easily infected by polio and 48.7% became disabled as the result of that, while 20.66% became so as a result of bullets when the SNM mujaahidiin were liberating the country from the dictatorial regime, 4.7% of them were born with club-foot disease, 7.32% resulted as car accident, 6% of them caused by mine accident when our country feel in the hands of our veterans (SNM mujaahidiin), an other 6% of them become disabled after fracture, an other 2% loss the functions of part of their body after they infected by rebaptism, 1.34% by the victim of injection or immunization, the rest 3.28% become disabled after head injury.
You will exactly see the bellow table 1.3 in underlying causes of their disability.

Approximately 20.6% of our disabled people loss their parts of their body to the liberation of our country (Somaliland ), some SNM mujahidiin become disabled for the result of the mountains war in 1984, some other mujaahidiin
became so after they launched full-scale offensive by attacking on 27 may in Buroa city, Adaadley on 27 may, and Hargeisa on 31 may 1988. Many SNM veterans mujaahidiin become disabled and wounded in the first three months following the May incursion. While many others become disabled for the result of mine accidents during the liberation struggle. The SNM mujaahidiin were loss their body by the interest of their people who was tortured, rapped, harassed, or killed and also their property were nationalized in an unlawful manner.
The disabled people meet behavioral problems for our society, but the most of our society are good at the side of social interaction because 73.32% of them feel that they are well treated, 19.34% feel that they are condemned by the society, 1.99% feel that they were not treated like a person, the rest 9.33% feel that they were understated by their community.

2. Educational problems
At the said of the educational levels, we know that most of the disabled people are illiterate by some reasons.
If we look back to the result of the educational level it is as follows:
2.66% of the disabled persons are university level, 9.33% of them are secondary level, 26% are intermediate school level, another 14.66% are primary school level, the rest 47.33% of them are illiterate. Table 2.1 will show you the number of persons in each level of education.

We have to ask our selves why the disabled persons leave the schools? Think about it for a moment and write down what ever comes to your mind. When you finish it, compare your results to the table 2.2, that table show you the reason they leave from schools.
The disabled people all likes the education because no one said I dont like schools, 12.66% of them leave from schools because of the shortage of the income of their families and cannot avoid to pay the school fees, 26% of them leave from schools for the abuses of the students as well as the nicknamed of their structure ( laangadhe, cagoole, curyaan), while 8% of them leave from schools for their own reasons, and the rest 6% leave from schools by chewing KAT because they like to Kat and most of their time they expend on it. Table 2.2 shows that in numbers.

The question that wants to be answered is why the disabled persons become illiterate? they doesn't get an opportunity to learn because 7.32% of the them was nomads living in the rural areas, 24.66% of them cannot go to the schools because of lack of facilitations, 10.66% became illiterate because of their parents does not try to learn them ( some parents said to their disabled children you are not able to learn), while the rest 4.66% became illiterate as the result of shortage income of their families. Table 2.3 will shows the reasons that cause the illiteracy of the disabled people in numbers.

3. Road safety problems
One of the Social problems that the disabled people met is the road safety problem. We will see how the drivers, traffic men and society behaves to the disabled people when they are going to cross the roads. We can say most of them behaves well and are humanitarians.
More than 34% of the drivers behaves good to the disabled people, 56% behave normally to them when they are crossing the roads, 2% of them cruel because they dont stop their cars to the disabled people when they are crossing the roads, while 8% of them dont respect the disabled people. We can say most of the drivers are good persons and respective because 135 out of 150 were behaved well to the disabled people. Table 3.1 shows you in numbers.

At the other hand its important to discuss the peoples behavior towards the disabled people when they are going to cross the roads.
Most of our people are friendly and help the disabled people because 50.66% f our people try to stop the cars when they see a disabled person who is going to cross the road, another 8.66% of our people crosses the road to the disabled person, 25.33% of our people passes the disabled person when he/she is going to cross the road (they may be busy, cruel, aggressive attitude), while 15.33% of our people behave normally to the disabled persons. Table 3.2 shows you the above information in numbers.

We will also see how the traffic men behave to the disabled people when they are going to cross the roads. The traffics are helpful and also like to help the old and weak persons. 2.7% of the traffic men do not see the disabled, 8.7% of them dont help to cross the road, and 63.34% of them stop the cars from the disabled people to cross the road, while 28% of them are helpful because they cross the road to them.
As we see in the above paragraph most of our traffic men are helpful because 137 out of the 150 disabled persons said they cross me the road or they stop me the cars so as to cross the road.
Table 3.3 what the traffic men do when a disabled person want to cross the road.

The perceptions of the disabled people towards the traffic men in positive because 142 out of 150 told that they are good people while the rest 8 disabled persons criticized the traffic men.
4. Employment problems
Nothing about us without us said a disabled person when he expressing his opinion towards the employment. Most of our disabled people are unemployed.
Most of them can work and avoid to perform their duties. 28.7% tried to seek jobs for many times, 18% of them tried few times, 26% of them never try to get jobs for some reasons, the rest 27.3% of them wish to search by the coming future.

We have to evaluate the different skills that our disabled people, by measuring this 150 persons that I interviewed when doing this research we said that 70 disabled persons applied to get a job, we have to examine the occupations that they knew. 4% of them applied secretary because they trained and learned office management skills, 2.7% learned accounting /bookkeeping, 11.34% are self employed persons and have their own businesses,

When I were going to know more about the employers of our country towards the disabled people the result that presented was: 20.7% of the disabled people feel that the employer doesn't respect their rights, 7.33% feel that they are not so good, 12% of them also believe that the employers are friendly, while the rest 8% who applied jobs are told that they are welcomed. This is written in table 4.3 of the bellow in a numeric form.

The important question that needs to be answered is how much do the disabled people are avoid performing their duties? The answer I earned from the disabled people is that 72.7% of them feel that they are hundred percent able to work, 23.33% of them have some ability to work, 3.97% of believed that they have a little but not more, the good news that I gained from this question is that no one of the disabled people feel unable to work they all feel nothing with them is with out them. You will clearly understand when you look towards the bellow table 4.4.

Large number f our disabled people never try to get a job. The question that automatically coming from our minds is; what caused for that people to do so. The response is that 34% of them are illiterate because they dont get the chance to learn some thing for any means, 8% feel to be understated and that causes them to avoid seeking for a job, 3.32% never try to get a job because they dont believe to get a job. The following table will show you the numeric value of this information.

At the side of disability friends and families development 20% of the disabled people feel that their families and friends try to search them jobs, while the rest of 80% feel the opposite of them.
Table 4.6 does your friends and families try to search you a job
Yes they do
10 persons
No they do

5. Marriage problems
This is another critical problem that the disabled people meet, every person need his/her partner. Most of the disabled people are single few of them got married.
In the result of the research 28% of our disabled people are married and have children, while the rest 72.% of them are single status.
Table 5.1 the number of married and single disabled persons
Yes I am married
14 persons
No I am single
36 persons
We will now going to look the attitudes of the people when they hear that a disabled person is going to get married. For this instance 24% of the people surprise when they hear what the disabled person says, 22% of them feel that their opinions are welcomed/encouraged ,the rest of the people abuse when they hear a disabled person talking about marriage issue while the rest 2% abuse them.
Table 5.2 the attitudes of the people when the disabled person show his interest to get married.
They surprise me
12 persons
They welcomed me
11 persons
They abuse me
1 persons
We have to examine the rate of hope that the disabled people have for getting a partner, as the result of the research 36% believes that they are getting partner, 12% of them hope to get a partner, 8% may be that I get a partner, 6% have not sure for their getting partner, while 10% of them dont think to get a partner. The rest 28% of our disabled people are married and has their homes.

I hope to get a partner
6 persons
May be
4 persons
I am getting a partner
18 persons
I am not sure
3 persons
I dont think to get partner

There is another one thing that I am going to tell you, when the people hear a disabled person talking how he/she interested to get married, there are different actions arise from those who hear that issue. Some abuse for their opinion to getting marring, some try to discourage the partner that the disabled person want to marry.
We have to try encouraging the disabled people to get marry so as to reduce the problems that they face, to do that the focal point is the friends and family of the disabled person to encourage them.
For this instant most of our society whether friends and families do not try to encourage the disabled person to get marry while some do so.
Table .5.4 do the friend and families of the disabled people encourage them to get married
Yes they do
19 persons
No they dont

The most main relationship that the disabled people has is organizational relations because they form handicap organizations like: HAN women with disability organization, DAN disability association network, NAHA Naasa Hablood handicap association, and so on.

Voices of the disabled people
my family has done its best, but they can no longer cope with my problems, the treatment does not succeed
even though both my legs are disabled, its not a serious problem, as this was Allah's wish. My family spent all their assets to care after my health through reading the Qumran
I only wish my legs would fit just like every one else's do Mohamed Mahamuud Daahir
I feel sad and hopeless about my future without an education
my family can do nothing about my disability since they are too poor
one day my father bought me a toy it made me very happy. I feel so sad when the other children will not play with me
usually I do nothing while my siblings go to school. I would like to go too
VI. Conclusion
If we review the experimental realities, meaningful insights and practical implementations of the disabled problems discussed in my survey, I am sure to find double benefits in each case.
My intension to make contributions to the solution of disabled peoples problems can be summarized as follows:
I prefer to share with the disabled people in more existential and less exhortative language the feelings they have.
According to my opinion, the following manifestations of this wisdom deserve to be highlighted:
1. Potential and actual problems be understood in their social context.
2. The problems be normally addressed in the environment where they are emerging or have emerged.
3. Elders of both genders, may make meaningful contributions to preventing the psycho-social problems of the disabled people.
Why did I leave no stone unturned? If I try to give you the answer I left no stone unturned to keep my eye on the situation of the disabled people and contribute my effort what ever I can do. My research sets the seal on you to a remarkable display of the existence of the problem.
As it was said before one picture is worth more than thousand words. We have to help our disabled people not to talk. I am going to conclude my research on the problems of the disabled people by saying a man who does nothing never have a time to do anything
VII. Recommendations to:
When I get the result of my research, when I really understand the problems of our disabled people, when I try to search ways to prevent the problems of our disabled people. I decide to recommend the following:
A. Government
I would like to recommend my government (Somaliland government) to aware the environment and problems of their disabled people, because they are one of the most disadvantaged group in our society.
You have to try how to make amendment in our constitution because few articles are stating the person doing that duty must be physical and mentally fit and avoid obtaining his job. This results from a discussion where there is no one is disabled.
The absence of the disabled people from the decision-making places cause to be forced to step backward.
I am encouraging the participatory decision making system, we would like to see a disabled person of the members of the parliament, elections commission, judiciary, or the ministries of the country. I am finally saying to my government try to care of your community, try to work with each other avoid to fight one an other.
B. The disabled people
I am going to recommend the disability people to participate the development of their country, you have to try to encourage one an other for being a member of ministers, parliament, and as well as national elections committee.
Keep your fears to your self; share your courage with others as this proverb saying don't use all of your time thinking of your problems but you have to share your ideas and jokes to your society.
You can disapprove what they say, but you will defend to the death of their right to say it as VOITAIRE says.

You have to show the government and the Somaliland society your role in every aspect of the development.
C. Parents of the disabled children
I know that you are trying your best, but still there is a large gap of educating your disabled children. I would like to highlight some thing to do.
- Try how your disabled child get the basic education.
- Try to encourage your disabled child not to leave his or her school as the result of the abuses of the other children.
- Dont keep your disabled child inside your house while his or her siblings are going to school, because he likes to go with them.
D. Somaliland society
These disabled people is your brothers, sisters, fathers, mothers, wives, husbands, children, and as well as your veterans ( SNM mujaahidiin) who disabled to your freedom and the sovereignty of your country (Somaliland). They have to get consideration and respect from you while you are teasing, abusing, condemning, forcing to step backwards.
Parents are requesting to train their children inside their houses for respecting and considering the disabled children and also disabled adults. Because of when you are walking inside the villages of the city you
The disabled problems/victims despite and loose hope, they are frightened but if they are befriended and helped they feel part of the society , and this gives them confidence to plan for their future and family. You can help them if you apply this steps :
1) Not to segregate them and show that you are comfortable with them.
2) You ask their conditions and show that you are comfortable.
3) You ask their conditions and advice them to take part in the family development as well as the country development.
4) The family members and nurses must help and take care of their victim.
5) To visit them at homes and hospitals those who can not walk, and also when the others are ill.
6) To disseminate awareness to the public on how deal with the disabled people and caring them.
If you apply that steps and calling them respect it will be grate opportunity to reform your self and gives you the chance to take part reforming the public.
Dear brothers or sisters dont ever call the disabled person for what you see his physical structure that makes me unhappy and discriminated him or her from the public. Dont ever use the unhealthy nicknames like: laangadhe, cagoole, gacan, cawar, dhagjar, cagjar, lugey, lug yar, faroole, curyaan, and many more that telling the disability of that person or absence of the part of his/her body.
E. Researchers
I would like to encourage you to do a research for this issue so as to increase the information of this problem. I would like to see you doing like these and I hope you will succeed and I will ready to support you by any means.
Its not only encouraged for the researchers who are doing this issue but all of the social researchers. We are a young nation which faced many problems from the military regime, and the mass destructions during the liberation of this country, conducted/replaced with reconstruction and development, but its not quite enough. We have to search a way for a healthy future to our society and also we have to search the easiest way that we can develop to our country.
Our nation/country needs more researches and analysis to get the solutions of our problems.
We have to try our bests. ALLAH HELPS THOSE WHO HELP THEM SELVES.
